Why PDD exists
Roughly half of what you spend on programmatic ads never reaches a publisher at all. It is absorbed by the supply chain of platforms, exchanges, and middlemen (ISBA/PwC, 2020). On top of that, your targeting data is sold as an audience segment to brokers like LiveRamp and Bombora. What reaches you is unverified, consent-ambiguous, and increasingly exposed to regulatory challenge. The producer whose data it is gets nothing, and you pay full price for supply you cannot audit.
PDD is a different structure. You pay per cleared browsing event, under contract, not per impression. The CPM you know is only the reference point: a $10 high-intent CPM works out to about 1¢ per event. What you pay clears to verified, consenting producers, and the price floor is the higher of our founding baseline (1¢ per event) or the rate your category has actually cleared at in real sales. The data is cleaner, the consent is durable, and the audit trail holds.

The same CPM you already pay at market. PDD's 30% covers verification, clearing, and contract enforcement, the work the extractive model buries in the supply-chain markup today while delivering worse data quality and no consent compliance.
Every transaction clears through a contract. Every producer is a real person who chose to participate. Every data point has a durable audit trail. When regulators ask where the data came from, you have an answer.
